It has been announced by community manager Robert Bowling that there will be no public beta or game demo coming out.

There is only a MW2 demo on PSN and XBOX Live. Unfortunately, Infinity Ward have not released the demo on steam and with a month left 'till Black Ops comes out, I don't think they will.
