It is never okay for a child of any age to ride in the front seat if they weigh under 60lbs. It is extremely dangerous. If you were to get in a car accident the speed of the airbag is around 200 mph, and the force of that colliding with the child can lead to broken faces, ribs, whiplash, and even death.

Never place a child passenger in the front seat of any vehicle. True or False?

It doesn't tend to be illegal (of course that varies by state/country) but in the event of a collision, the child would be much safer in the back seat than in the front. Under no circumstances should a child in a rear facing booster seat be placed in the front seat as if the airbags deploy, the child will probably be killed.

When is it OK for a child under 8 years old and 4 feet 9 inches in height to ride in the front seat of a vehicle?

Weight and not size determines when they are able to ride in the front. One of the problems with front seats for a child is the front airbags. The airbags have hurt children because they are smaller and lighter in weight than an adult.
