at around age 3 you can begin light ridding... or breaking them out...
Andy time sooner then 2 and you risk hurting the horse... and it's future health.. There still growing and the stress from having a rider on them can affect how there legs grow, and there back...

There are some cases where leading a horse while riding one(ponying) is dangerous. If the horse you are riding is young and the one you are leading is Young it may cause a problem if one becomes spooked. Always be sure you are in safe areas or on a well behaved horse when leading. Happy Trails =)
