Nintendo has not announced anything about Flipnote Memo other than its existence. There is currently no word on when it will be available in any region.

How do you download pictochat to 3DS?
Currently, you can't get them. Nintendo is making new versions of both for the 3ds. The new Pictochat is going to be called Swapnote and will be available for free download in the store in December. The new Flipnote will be Flipnote Memo and will also be free for download in the store, but it's not announced when yet.

As of 12/29/11, this has not been confirmed. Flipnote Memo has not come out yet, but here are some rumors. Some say they are not making Memo, and that they are making something else. THIS IS FALSE. I e-mailed Nintendo and they said they were working on it and that they would release it ASAP. But they do not know the specific date. Some say it is coming out on 12/31/11, but my guess is some time in early to mid 2012. :) Until then, let's hope for more colors, sending original notes, and 3D!

While Flipnote Studio can not be put on the 3DS legally, Hatena is working on a 3DS version called Flipnote Memo.

Sadly you may not transfer to your system of 3DS. :( Nintendo has announced for remake of the flipnote in the U.S. called flipnote memo. Better, it must be. probably not, but there will be a successor of it called flipnote memo. The only thing i know about it is that animations or memos will be easier to share.
Will the 3DS have flipnotes?
Flipnote Studio is one if the 19 DSiWare games/apps that cannot be transferred from DSi to 3DS. DSi Browser is also another. There will be a new Flipnote coming out on the 3DS sometime called Flipnote Memo but not much is known about it yet. It may use a different Hatena meaning that Flipnotes created on one system can't be viewed on the other.
