It is an implement used to cut the corn kernels off a corn cob. I'm not sure what it looks like exactly because I have never used one but I have friends who always remove their corn from their corn cobs before eating them. I just pick it up and eat it off the cob myself.
I picked corn a couple of days ago and one of my lower forearms is broke out in a rash. I sure hope it is corn rash. I am beginning to think it spread to my neck also. Itchy and blistered. Only showing up on my arm that was pulling the corn off the stalk. Very itchy.

Only with time. It will fall off. If you pick it off, it will bleed, and then it will take longer to heal.
By hair you mean silk right. Run it under water and run your hands up and down it. If it really bothers you pick it off one by one. When you boil your corn some of it will come off. If you have tougher, older corn, use a washcloth, or sink brush. Just be careful not to damage a lot.
