Metal Gear Rising: Revengeance (originally titled Metal Gear Solid: Rising), is scheduled for a tentative release date of February 19th, 2013 in North America, the February 21st, 2013 in Europe and Japan.
Today on new years
Metal Gear Solid Rising is scheduled to come out on the PS3, XBOX 360 and PC in the near future. It is highly doubtful any of the other MGS games will ever come out on the PC.
I am pretty sure they where but its not out yet it was called MGS Rising
it's RISING, not raising. back to the question... Rising is the next MGS game in the series and in it you take the role of Raiden between MGS2 and 4 (MGS3 is a prequel).
Solid Snake will most likely make cameos in future games but not as a main character. He will obviously make an appearance during flashbacks in the new game MGS: RISING. Although his "Father" will be in more games to come.

No, the original intention was for it to be only on the PS3 but due to popular demand Kojima Productions made the secondary title (Rising) Multiplatform (Xbox 360 & PS3) and the flagship title (Peace Walker) is still only on PlayStation but moved to the PSP
