I like to reseed every spring and fall but I really just gauge re seeding but the lawn condition.
You can, but keep it watered. Early autumn is generally thought to be the best time to plant grass in the Northeastern US. Fall is definitely a better option for you if your lawn has high sun exposure. If you plant grass seed now, there will be less competition from the weeds and crab grass that are abundant in the spring. Also many weed killers can prevent grass seed from germinating.
Actually there are different seeds available for different times of the year. You can find seeds best used for winter/fall growth or spring/summer growth. You can check at Home Depot or Lowe's in the garden department.
Watering once a day, even for short periods of time is not the best for your lawn. It is best to water deep and infrequently. Most lawns require 1 inch of water per week (even during the summer) so the best practice for watering the lawn would be to water twice a week, giving the lawn 1/2 an inch of water at one time.
