Very much a question of definitions. I think the best answer is that the manatee has never had legs, but the animal back in the mists of time that eventually became the manatee did at one stage have legs.
It depends - if you improve in swimming as you age, then your current best time will turn into your previous best swim time. If you do not improve as you get older your best time may stay the same or even increase.
