Walt Disney World's busiest day is actually Christmas Day. Otherwise, they tend to be very busy in the summer months when school is out, and during any major holidays like Easter/Spring Break, Christmas, Thanksgiving, etc.
Each park has busy days. Magic Kingdom is busiest on Mondays, Thursdays, and Saturdays. Epcot is busiest on Tuesday and Friday. Disney's Hollywood Studios is busiest on Sundays and Wednesdays. Disney's Animal Kingdom is busiest on Mondays, Tuesdays, and Wednesday.
If you are staying on property, you should also look at which parks have Extra Magic Hours. On select days, hotel guests allowed into the theme parks either one hour earlier or three hours later than normal operating hours, even during traditionally busy times.
If you mean "what time of year", then one option would be to look at the blackout days for the cheapest annual pass (currently, that's the Weekday Select Pass for Florida residents, for which the 2014-2015 blackout dates are April 12 - April 27; June 7 - August 14; December 18, 2014 - January 4, 2015; March 28 - April 10, 2015 ... and of course, all Saturdays and Sundays). Those are the dates that Disney World predicts will be especially busy, though weekends outside those ranges are probably significantly less busy than weekends IN them.
Walt Disney World's least busy times are January and early February, the fall months (especially September), and the weeks between Thanksgiving and Christmas.

Disney's non-crowded days are most likey anytime that's not a school break and during a weekday. Going in August, September or April on weekdays I would think would be your best shot at getting a lot of elbow room when you visit the parks. Not during holidays, they seem to be crowded then too.
School days (that do not fall under months filled with holidays) are the best time to visit any Florida theme park. I've lived in Orlando my whole life and refuse to go at any other time. Try a Wednesday as opposed to monday or Friday, to avoid those who took a long weekend off from work/school.
I have found that anytime in the month of October (except maybe Columbus Day) Disney is slow. The longest I waited in line for any ride was about 30 min.

The week of Christmas is the busiest time. March and July are also very crowded months.
Disney hospitality days
It's likely very crowded, since Walt Disney World is the most visited theme park destination in the world. There is also lots of construction going on since Disney is working on major renovations at Magic Kingdom and Downtown Disney.
Assuming when you say Disney's Wilderness Campground you're referring to The Campsites at Disney's Fort Wilderness Resort, No they don't rent RVs at least not directly through the resort. They do have dealers outside of Disney that you can rent an RV from & they will deliver it to Fort Wilderness but the the resort itself only provides a place to either park your RV or set up a tent.
Disney is very crowded at Christmas. Many special events go on including Mickey's Very Merry Christmas, special edible Christmas displays at hotels, Christmas decor throughout the property, the lights at Hollywood Studios, etc. All these attractions definitely draw a crowd!
in summers and on fridays, Tuesday being the least crowded with Saturday following nfriday. park in general through the year is crowded a lot. summer break, December, winter break, spring break, etc. but it is definetley worth the trip
The middle of the week is the least crowded days. I would suggest going either Tuesday or Wednesday for the shortest lines.
