The vernal equinox is typically on March 21, but this can vary a day either way based on the cycle of leap years.
This was true during the last century. However, there was that special leap year 2000
(divisible by 400) which shifted the vernal equinox to one day earlier, so that during
this century the typical Equinox is March 20, rather than March 21. Only in the 24-th
century we will again encounter the conditions of the 20-th century.

Technically, the vernal equinox is one point in the sky where the sun appears each year, as
our angle of view towards the sun changes during earth's annual orbital tour. The modern
calendar is regulated so that the sun always reaches that point on March 21.
