It sounds like you probably live in a flood plain. Basically what happens is the ground around your basement and the rest of the foundation becomes saturated with water from the rain and causes downward pressure. This causes the water to be displaced and it needs to find a way to release the pressure so it looks for the area of lowest pressure (aka your drain) to relieve itself. Its basically the same principle a barometer uses to measure atmospheric pressure. Truth be told, it's actually a good thing the drain is there because if there isn't a way for the pressure to be released, it can actually bust the concrete slab and water will shoot up into your basement anyways. Some homes are actually built with a pit of sorts in the basement floor just to avoid something like that happening. Hope this answers your question.
