The term furloughed employee refers to someone who is presently not able to continue doing his or her job due to some administrative problem such as the one we have now, of Congress refusing to pass a budget. The furloughed employee has not been fired, but is just temporarily off work, and expects to return to work once the problem is cleared up. Military personnel on vacation are also described as being on furlough.
