draw can have the meaning to deduce/infer/derive. So drawing a conclusion means to deduce / come to some conclusion from things that have been said or seen etc.
When you give a conclusion about anything it is based on what has been said before. Because I don't know what has been said before about phrasal verbs it is hard to give a conclusion. But I can say - because phrasal verbs can have literal and idiomatic meanings that makes them hard for learners of English as a second language, to understand.
WikiAnswers cannot write your conclusion for you. The conclusion is based on what you have already said in your essay or speech, therefore only you can write it. You need to give a short summary of what you've said, and that's your conclusion.

That depends on what you said about it earlier, in the main body of the paper. The conclusion should summarize and tie together everything you worked so hard to present between the introduction and the conclusion. If the introduction said what was about to come, and then it came, then the conclusion can just point out again what has just come.
You summarize what your report said. The conclusion is your summary, so nobody else can write it for you. Restate what you said in your report and summarize your main points.
