Not all gas stations stock replacement fuses for a Jetta. Fuses are mostly universal for most vehicles, but the right amp of fuse must be put in to replace the burned out fuse. A person would have a better chance of finding replacement fuses for any vehicle at a truck stop.
If you are talking about the ones right under the front bumper. The black plastic pieces. I found one on eBay for a good price and popped it right back in place. It was quite awesome. Just search in eBay "Jetta grille vent" and a list should of various pieces should come up.
Well not sure about the jetta, but the bolt pattern you should be looking for is 5x114. Offsets then should be your next issue. But it can be manipulated with spacers.

You should be able to remove the alternator bracket, on your 1995 Jetta, by removing the three retaining bolts. The bracket should easily come off.
