It most certainly is necessary to use a turn signal.

Some states/jurisdictions may not specify this in a statute, but it is common practice and common courtesy to signal and/or warn other drivers on what your intentions are.

By using a turn signal, you are informing the driver behind you that you will be slowing down and doing something that will require his attention.
