The eye - is where the potato produces new shoots. Placing the eye upwards - means the new growth gets free of the soil quickly.

Potatoes are tubers. Each have "eyes". If you cut the tuber up so that each segment has an eye and plant it, a new plant will grow with several tubers growing underground. "Seed" potatoes have many eyes on the tuber.
These are actually shoots, not roots. If you plant these potatoes in the ground, preferably shoot side up (don't worry, they will find their own way up if you get them upsidedown), the shoots will emerge from the ground and form leaves. Meanwhile, roots will form on the underside of the potato, and eventually new potatoes will be borne as tubers on the roots near the crown. Sooooo...you can turn each of those potatoes into several potatoes!!! Or you can just pick off the shoots and eat the potatoes instead of planting them, it is up to you :)
