Yes. A spinning charge will create a magnetic field as will a moving charge.
Photons, gluons, and neutrinos have no charge, and are thus not deflected by a magnetic field. Quarks, with a charge of +2/3 for the up, and -1/3 for the down, are deflected by magnetic fields, however, quarks assemble into larger particles such as protons and neutrons. The neutron, two down quarks and one up quark, has a net charge of zero, and is also not deflected by magnetic fields.

Protons are positively charged that's why they show electric field while magnetic field develops when electric field is in either direction so protons develops magnetic fields also.

The magnetic field will have no effect on a stationary electric charge. ( this means that the magnetic field is also stationary. ) If the charge is moving , relative to the magnetic field then there might be an effect, but the size and direction of the effect will depend on the direction of the electric charge as it moves through the field. If the charge is moving parallel to the field there will be no effect on it. If the charge is moving at right angles to the field then it will experience a force that is mutually orthogonal to the field and direction of the motion. it wouldn't store a charge from the magnetic field, only the current induced on the circuit would be stored
