If your cell phone has a sim card, your phone may say out of service if you are far from a town or city. A phone needs a cell tower to work, so you may get an out of service message if you are not close to cell tower.
It means YOU MAY CALL 911 (or respective emrgency number) its for when there is service but not YOUR service
While Charter says that they do offer excellent customer service, I have not received it personally. They claim to have it, but the majority of their service is electronic on the phone and it is impossible to actually get a person on the phone.

IVR is Interactive Voice Response. You can't get one, but an example is when you call customer service and the computer says something like "For help with your phone, say phone"
it is usually free with a two year activation which means if you sign a contract to use their company for two years you get the phone at no charge but you still have to pay for service each month
Go to the base phone (the charger that lets you call also), in the very bottom left corner there is a button that says "Do Not Disturb" all you have to do is click that button.
