I'm assuming you're asking whether salespersons give a different price to different people based on how much they think they can get from you.

Yes, they do in most instances. Most used car dealerships do not have a price listed on their cars. This allows the salesperson, who knows how much the company paid for the car, to have control over how much they ask for the car based on the level of desire of the customer. It's not about your ability to negotiate, it's about how much they know you want it.

On new cars, the price is usually listed, but dealerships often add a "regional marketing adjustment" to the MSRP that is pure profit.

I worked in car sales for a few months at a dealership that did neither of the above. There are honest dealerships out there, but look out for these things.
