This depends on how big the paragraphs are and on the line spacing and margins. With single line spacing, 45mm right margin and about 3 - 4 sentences per paragraph 10 paragraphs would be about 3 pages
Margin settings should NOT vary from paragraph to paragraph.
Heading should have 3 spaces before and after it. 1st Paragraph starts at 3 spaces below the heading and subsequent paragraphs comes at 2 spaces below the previous one.

The two styles of a memorandum are block style and indented style. In block style, all paragraphs are aligned to the left margin. In indented style, the first line of each paragraph is indented.
It is true that you can right align a paragraph so that the text is flush with the right margin and has a jagged left edge. This is called a right-justified margin. A false statement would be that you have to select a whole paragraph in order to change the paragraph formatting.
