Well before it gets dark. Some states have laws specifying a time (e.g. half an hour before sunset).
Headlights should not be left on while the vehicle is not in use. If you are not driving, you will just drain your battery while having your headlights on.
If your headlights go out while you are driving, you can try switching to your high beams. When you get home, you can replace the bulbs.
