The best time to water a garden is morning between 6 and 8 a.m. or evening between 5 and 7 p.m. Before sun rise in the morning or after sun fall in the evening is the correct time to water a garden. This time is suitable for Indian country only. I do not know about other countries.
If it is a fertilizer including a herbicide designed to stick to the leaves (like Scotts Turf Builder +2), you shouldn't water - and hope it won't rain - ideally for 24 hours. If it is merely granular fertilizer, water immediately after applying.
If it hasn't rained do it immediatly after it or the lawn will scorch.

The fertilizer should go in the topsoil where the grass and plants can use it.

You should seed, wait for the seed to germinate, and then apply your fertiliser. Some fertilisers also contain weed killer which will prevent grass seed germinating.
You should do this the other way around ... mow it first then apply the fertilizer. Otherwise you are just putting all that fertilizer into the grass catcher of the mower.

Fertilizer in essense, is manure. Manure can come in all forms. Manure is used to fertilize your grass and plants so your grass and plants can grow prosperous.
