In general, plants need repotting when their roots begin to come out of the drainage hole in the pot. When you lift the plant from the pot, if the roots are thickly clustered around the outside of the root ball, you probably need to repot. Usually plants that are stressed from having too many roots will show signs of distress, like wilting, yellowing, etc. Some plants, like Christmas cactus, actually seem to like crowded root conditions and won't flower when they are repotted.
It's possible your Ivy may have a snail or two crawling into the pot.
A church replant is the process of revitalizing an existing struggling or declining church by bringing in new leadership, vision, and resources to help it grow and thrive again. Because it absorbs water and when the soil and plant are placed in it, the pot won't take all the water intended for plant.
You can try to replant the bulbs when the petals have dropped back - plant the bulbs with the leaves still on (you can remove the flower stems), in a sunny location. Fertilize with a bulb fertilizer or bone meal. Realize, however, that forced bulbs like this are most likely "spent" and will probably not bloom the following spring.
