Yes, although your definition is a little too vague. "I have placed the portrait over the fireplace" is not an example of layering.

Layers are surfaces or planes which are laid on top of each other. There are usually more than two such surfaces before we start talking about layers, but there do not need to be. ("a layer of dust lay on the table" is an example of two layers--the dust and the tabletop.) Layers can be quite thick--the layers of the atmosphere for example, but they are always much thinner than they are long and wide.
