If you are talking about being pulled over as in a traffic stop, you are being 'detained'. Any encounter with law enforcement I suggest to simply and politely ask "officer, am I being detained or am I free to go?" Do not let them 'beat around the bush' they must answer.

What is the definition of being arrested?

The law enforcement officer has to tell you that you are under arrest and they have to read you the Miranda Rights. If they have not told you that you are under arrest, they can simply have you "detained". If they have not told you that you are under arrest, and you are not in handcuffs, you are free to go.

Can a bounty hunter arrest criminals that break the law in front of them?

No, they can not, bounty hunters operate on a warrant, they have no powers to arrest, all they do is detain the subject and bring him to the police at the booking center. Only police and law enforcment have the powers to arrest any individual can place a person breaking the law under citizens arrest, then law enforcement has to follow thru with the arrest. to be honest, ant person can arrest any person for a felony if it happens in front of you. and the law reads then turn over to law enforcement at your earliest convenience...

What rights are read to a Canadian upon arrest?

Canadian law enforcement can only arrest someone if there is an active arrest warrant or a reasonable suspicion that the person has committed, is committing, or is about to commit a crime. The arresting officers must identify themselves as law enforcement officers and state that they are putting the person under arrest. They must also tell people the charges against them and let them talk to a lawyer. Police can't question someone until they have a chance to talk to a lawyer, but they can search the person for evidence.
