You are looking at the Starboard (right) side of that boat. If it is moving, it is moving to your right. If the two of you are on intersecting courses (and both under power) you technically have the right of way. Be very cautious however, based on the exact situation the other boat may not need to (or want to) to yield to you. The green light would be the starboard steaming light, the white the masthead light. What you would do would depend on factors such as its relative bearing and in what waters you are sailing.
