When the Empire State Building was constructed there was a mooring mast on the top of the building a long pole-like structure that had a purpose what was its purpose and did it work?

It was for the big blimps to tie off and you could let passengers off on the 102'nd floor. The full sized blimps could not work, but a small private one was actually able to work.
