Assuming it represents our future (vs an alternate history Earth), we're talking at least the year 2100, since the Hunger Games are being held for the 75th time, and early on in the book, it suggests war/cataclysm and a period of rebuilding.
It never says the true thing that destroyed the North American countries (The United States and Canada), but it was surely something unbearable.

∙ 13y agoThe Hunger Games started after the rebellion of the Districts. The Capital started to show the districts that they were still in charge and what would happen if they rebelled against them again. (The Capital would destroy/ kill them like they destroyed District 13.)
