if i understand your question correctly, here is the answer. the reason the constitution was so controversial was that some people thought it gave too much power to the government and that it would be the revolution all over again and others thought that it gave too little power to the government as in the articles of confederation. There was a lack of Bill of Rights. Although the writers claimed the constitution contained one, many states thought that unless a bill of rights was written, if the Constitution was ratified, then the government didn't have to respect ANY rights of the people or individual states.
Also, the constitution contained doctrines for a strong nationalized government. Many states wanted to keep power within the states and not ratify such a centralized government.
