Yes, if there is an anti recycle time delay in the unit. No if there is not. If there has not been sufficient time since the last off cycle and a new on command for the refrigerant pressures to equalize, the compressor will attempt to start but will fail several times on it`s internal overload protection device until the pressures are equal before it finally does start. Giving the appearance of a time delay, this situation however should not affect either the indoor or outdoor fan. So if there is a delay on the indoor fan starting, there is probably a delay timer which may even be built into the thermostat.
