The "big Moon on the horizon" is an optical illusion; if you hold up a caliper and "measure" the apparent width of the Moon at arm's length, you'll discover that you measure the same size on the horizon and when the Moon is high in the sky.

There's a web page at NASA.gov that discusses the "big moon" illusion, but that's really all it is.

Why does the big dipper not appear to travel from horizon to horizon like the sun?

It is too high in the sky, given it's position near the North Celestial Pole (the North Star), It appears to rotate around the North Star, and in midwestern American latitudes it never dips below the horizon.

What does a big low moon mean?

It doesn't mean anything in particular. The Moon is low when it is rising or setting, and always looks bigger when it's near the horizon. This is called the Moon illusion.

Why the moon looks that big at the horizon?

Because the distance the light travels through Earth's atmosphere is greater when we perceive the Moon to be on the horizon, and the atmosphere acts like a magnifying lens.

Why do the stars appear so small and why does the moon appear so big?

The stars appear small to us because they are very far away. They are actually much larger than the moon. The moon appears large in the sky because it is Earth's closest neighbor in space.

Why the sun at noon look small?

When the sun (or moon) is high in the sky there are no objects of known size to compare the sun (or moon) to. But whan the sun is low in the sky you can see far off objects near the horizon that you know ar big and you imagine that the sun is even bigger (it is!) The apparent change in size is an optical illusion.

What is the process that causes the moon to appear as these different phases?

Why does the moon seem larger when it's on the horizon than when it's higher up in the sky?

Actually, the sun and moon have very similar apparentdiameters, which makes total solar eclipses very rare. However, the moon is much smaller than the sun, but much closer to us. The sun is many thousands of times larger than the moon, but is millions of times farther away.
