They dismissed the idea of a single ruler, a universal approach. However the aristocrats (Patricians) saw the future as rule by them. This was opposed by the lower class Plebs, who deserted Rome, and the Patricians were forced to come to terms with them, as they could not defend Rome and its land without them. And one of the two annual consuls had to be a Pleb. As consuls entered the Senate after their term, there was a growing percentage of Plebeian senators to offset the absolute control of the Patricians.
