Roman Catholic AnswerWe seem to have a sematic problem here, to reform means to to make something better, to improve it. The protestants revolted against the Church, the disagreed with the Church and left it, they did not attempt to reform it. So the most obvious answer is that the Popes attempted reform, the protestants didn't.
AnswerThere were several issues over which the Protestants and Catholics were in dispute, but the factor common to almost all issues was that the Protestants felt that the Catholic Church had become corrupt. This is highlighted by the sale of indulgences by the Catholic Church, the very practice that led Martin Luther, professor of biblical studies and Augustine monk, initially to seek reform within the Church.
Because the Catholic Church has a history of Corruption, and I guess it's part of that "Oh my religion is better"
It was started in Cluny Abbey in Cluny, France, and is know as the Cluniac reform.
