When approaching an intersection of this type, you shall yield the right-of-way to any vehicle which has entered the intersection on your right or is approaching the intersection from your right. If the road to your right is clear, or if approaching vehicles are far enough from the intersection to make your crossing safe, you may proceed. Since there are no traffic controls at this intersection, make sure that there are no approaching vehicles from the left. you may legally have the right-of-way, but you should be sur the other driver yield to you before you proceed. "A driver of a vehicle which is making a turn at an intersection who is facing a steady circular yellow or yellow arrow signal shall not enter the intersection or marked crosswalk unless there is sufficient space on the other side of the intersection or marked crosswalk to accommodate the vehicle driven without obstructing the through passage of vehicles from either side."

before you enter the intersection
To any vehicle already in the intersection, to pedestrians, and to emergency vehicles with emergency equipment operating.
When it is stated that the vehicle on the right has the right of way at a four-way stop, it means that the vehicle approaching the intersection from the right should proceed first. This is a rule of priority that helps to regulate traffic flow and avoid accidents. The other vehicles at the intersection should wait for the vehicle on the right to go before proceeding.
no
If you reach an uncontrolled intersection at close to the same time, the vehicle who actually reached the intersection last is the driver who must yield the right of way. If you reach the intersection at the same time, the driver on the left should yield the right of way.
