The first people that came to America called the states colonies. When they established the US constitution, any colony that agreed to radify this constitution became a state. Of course today, every part of the United States has radified the constitution; therefore, they are all states.

The anti-federalists wanted the bill of rights added because they were afraid of "big government." That the Constitution would give the federal government too much power. They wanted to make sure that civil liberties were protected.
The Articles of Confederation
The first Constitution of the United States was ratified in 1787. Only two delegates showed up for the first meeting to ratify in May, so they waited until seven delegates showed up several months later.
