It is hard to say when a currently existing city is fully built, as changes are still occurring in Canberra.
On 1 January 1911, the Federal Capital Territory was established as an area of 2 360 square kilometres in the Yass-Canberra district. The first survey peg marking the beginning of the development of the city of Canberra was driven in on 20 February 1913.
The Web Link below will give you some information on its development.
The new nation of the Commonwealth of Australia needed a capital city. The two largest cities, Sydney and Melbourne, had been in competition since before the goldrush days. Each city had its benefits, but to eliminate this sense of rivalry, it was decided to build a new city that would be Australia's Federal seat of power. It was therefore decided that the nation's capital should be situated between the two cities. The city needed to be in an aesthetically pleasing setting, and to have a "bracing" climate - presumably to help keep the political minds clear and thinking logically.
A location was chosen which was 248km from Sydney and 483km from Melbourne, within easy access of both cities. Farming land was taken up for this purpose.
Section 125 of the Constitution of Australia provided that:
"The seat of Government of the Commonwealth shall be determined by the Parliament, and shall be within territory which shall have been granted to or acquired by the Commonwealth, and shall be vested in and belong to the Commonwealth, and shall be in the State of New South Wales, and be distant not less than one hundred miles from Sydney.
Such territory shall contain an area of not less than one hundred square miles, and such portion thereof as shall consist of Crown lands shall be granted to the Commonwealth without any payment therefore. The Parliament shall sit at Melbourne until it meets at the seat of Government."
In April 1911, the Australian Government held an international competition to produce a design for its new capital city. Burley Griffin produced a design with impressive renderings of the plan produced by his wife, Marion Mahony Griffin. They had only heard about the plan in July, while on honeymoon, and worked feverishly to prepare the plans. On 23 May 1912 Griffin's design was selected as the winner from among 137 entries, whereupon he and his wife moved to Australia, where Griffin was appointed as the Federal Capital Director of Design and Construction.

Canberra, like any city, continues to grow and expand.
However, the construction of the national capital could be said to have reached its main point of completion once Parliament House was finished, in 1927.
It is hard to say when a currently existing city is fully built, as changes are still occurring in Canberra as the city expands.

The foundation stone for Canberra was laid in 1913.

Canberra is Australia's capital and largest inland city. Its location was chosen in 1908. Construction of the carefully planned city began in 1913.
Construction of the New Parliament House in Canberra began in 1981. The House was finally opened by Queen Elizabeth II on 9 May 1988, the anniversary of the opening of both the first Federal Parliament in Melbourne (9 May 1901), and of the Provisional Parliament House in Canberra (9 May 1927).
Because it is the capital city of the country... Seems a tad significant hey?
1911 :p
Canberra- Australia
BECAUSE THEY CAN DAHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHH!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
The 1930's depression slowed down the construction of the National Capital significantly as there was not much funding available to continue at the speed before the 1930's depression.
Canberra does not have a motto.
I guess start construction in 2009 on between AL-79 and AL-75
"Canberra the Nations Capital"
Canberra is the capital of Australia.
Prior to the construction of the Australian Parliament House, the Federal Parliament met in Melbourne, capital city of Victoria, for the simple reason that it was the only city with a building large enough to house the parliament.
