Leslie Kaelbling, a computer science professor at MIT, launched JMLR in 2000 with the purpose of launching a new journal in the field of machine learning whose material is freely available to the academic community at large via the web.

Leslie formed a founding team, inspired by Steve Minton's founding of JAIR, and on June 23, 2000, version 0 of the website was up and running on jmlr with the operational aid of David Cohn.

Later, MIT Press, which had agreed to print copies of JMLR but was losing money on the project, was handing out fliers promoting the journal at ICML, which led to the termination of the publication arrangement by year's end.

A small press called Microtome took over the publication of JMLR, which was subsequently made available to subscribers at a discounted rate.
