The Homeland Security Distinguished Service Medal was established on June 1, 2002, by an executive order signed by President George W. Bush. It was created to recognize extraordinary leadership, meritorious service, and outstanding contributions to the security of the United States and the Department of Homeland Security.
The Bronze Star Medal could be awarded for either "meritorious service" or for "valor". If the award was for valor, the Medal was awarded with a bronze "V device" to be worn on the ribbon of the Medal. After the war was over the Army decided that every WWII veteran was entitled to the Bronze Star Medal, but the award was for "meritorious service", not "valor", so no "V device".
The language governing the award of the Bronze Star Medal includes "heroic or meritorious achievement or service, not involving aerial flight, while engaged in combat against an enemy or while serving in combat with friendly foreign forces".
