From the home screen and several apps, you swipe down from the very top of the screen to reveal it. Some apps that have lots of swiping (like Fruit Ninja) require you to swipe down from the top to reveal a pull-tab. You then grab that tab and pull that down to access the Notification Center. You can also access the Notification Center by swiping down from the lock screen in iOS 7. Lastly, to close the Notification Center, either grab the tab on the bottom and pull it up or press the home button.
The little box that pops up in the lower right corner of a computer screen is commonly referred to as a "notification" or "notification bubble." It typically provides updates about system alerts, messages, or app notifications. On Windows systems, these notifications are part of the Action Center, while on macOS, they appear in the Notification Center.
