In The Bible, saint means holy one, one set aside for holiness by God. In the Old Testament, all believers in the God of Abraham were considered saints. Sing unto the LORD, O ye saints of his, and give thanks at the remembrance of his holiness.
In the New Testament, all those who trust in Christ for salvation are called saints. For God is not the author of confusion, but of peace, as in all churches of the saints. Christians equate themselves with the true believers in the God of Abraham. Know ye therefore that they which are of faith, the same are the children of Abraham. The Roman Catholic ChurchCanonization does not make anyone a saint, but it recognizes that God has made them a saint. The Roman Catholic Church has been canonizing saints since the 10th century, but Paul was probably an acknowledged saint long before that. Before Canonization was instituted, saints were chosen by popular acclaim.

Paul was never officially canonized as that process was not fully implemented until the 12th century. He was proclaimed a saint by the early Church based on his tireless work and martyrdom. This would have occurred shortly after his death in the first century. He is thought to have been killed between 64 and 67 AD.
