When the Soviet Union did exist (1919-1989), it did border Iran. However, the Soviet Union no longer exists. The current countries of Turkmenistan, Azerbaijan and Armenia, which were all part of the Soviet Union when it did exist, do border Iran today. Russia does not.

In 1941, during the build-up to Germany's attack upon the Soviet Union (which took place on June 22nd), various troop movements on both sides of the border took place. The Soviet Union, however, was extremely careful to avoid any massing of troops adjacent to the border for fear of provoking a violent German reaction. Thus, most of their troops were kept far from the front lines, and Germany had no cause to make official or unofficial complaints of any kind on this count. Nor, in fact, did Germany make any formal declaration of war before, during, or immediately after their surprise-attack.
The Soviet Union no longer exists. When it did, the countries on its western border were Norway, Finland, Poland, Czechoslovakia, Hungary and Romania.

Their explanation: a) Germans were superior in size and training; b) Soviet equipment was inferior; c) Soviet troops were poorly trained; d) Soviet Army was decimated by the purges of 1937-38; e) Political leadership (Stalin) was so afraid of Hitler that it did not dare to initiate any defensive preparations; f) All unexplainable developments (bulk of troops, airfields, supplies, hospitals at the border, troops concentrated in tight groups as if before the strike) are

During World War II itself, German troops crossed the borders into numerous countries, both in Western Europe and in Eastern Europe (not to overlook their North African campaign). Perhaps the most significant border-crossings occurred in September of 1939, when the war began after Germany violated the Polish border, and in June of 1941, when Germany crossed the border of their "ally," the Soviet Union, and thereby ensured their ultimate defeat in the war.
