There is no Masonic elite. Even if there were such a thing, persecution of people on religious grounds is something all Masons oppose
There are so many different interpretations of what a "culture" is, but it is fundamentally about "meaning". As an example, take the case of "Islamisation" of a Western country. For many Muslims living in that country, islamisation means "good thing" and "an opportunity" to practice more readily the faith that they believe in. For native population of that country, however, islamisation means "bad thing" and "a threat" to their cultural identity in their own country. Here, we could say that there are two different "cultures" coexisting within the population of the said country. In this sense, culture's influence on the social well being of a given population is obvious. If absolutely everyone in the said country believe that islamisation is a good/bad thing, then there would be no chance of social conflict ever arising between the population regarding the issue specifically on islamisation. However, if, as in the above case, there are (two) directly opposing positions on the issue of islamisation, then there is a greater risk of social conflicts between the population within the country in question and, in extreme cases, the possibility even of racial/religious/ethnic cleansing, e.g. in Bosnia-Herzegovina.
