No. Stormwind guards are NPCs. Always have, always will be. Although there is no way to become an "official" Stormwind guard, if you're on a PvP server, you can of course defend Stormwind against horde players and fight alongside the Stormwind guard NPCs. Perhaps you could make a guild for that cause. ----- You could also just dress up like one. This would involve finding out what the gear is that they are wearing, and putting it on.

If you're in Lordaeron you got there by boat. Take the boat back, if you take the one to Stormwind, there is a boat to Auberdine, take that, if not, get to Stormwind and tke boat from there.
The Stormwind dungeon (Stockades) is over by the area where the mage trainers are. It is kinda hard to miss as there is the dungeon meeting/summoning stone right in front of it.
