No. Stormwind guards are NPCs. Always have, always will be. Although there is no way to become an "official" Stormwind guard, if you're on a PvP server, you can of course defend Stormwind against horde players and fight alongside the Stormwind guard NPCs.
Perhaps you could make a guild for that cause.
