His title from his appointment in early 1864 was General-in-Chief, which he held until he became President of the United States (and with it, Commander-in-Chief of the US Armed Forces) in 1869. With that in mind, the Commander-in-Chief of the Union Army in the Civil war was Abraham Lincoln up until his assassination, when Andew Johnson became Commander-in-Chief.
