Cost and practicality. the USMC uses the same guns as the rest of the US Army because it can then use the same bullets, making the supply of the USMC in wartime a much simpler process. (and cheaper by buying in bulk in peacetime) For the same reason many other NATO countrys' princial firearms all take the same caliber bullet. Plus the M16 is a good, accurate rifle, if a little unwieldy it does the job, and does it well.
