The CERN Counsil decided 1994 to construct the LHC.
Because of the "LEP Collider" shut-down a tunnel which could be used was availably. Probably beacause of that the member states aggreed 1996 to equp the Collider with a power of 14 TeV.
The official start of the experiment was 2008, when protons first encirceld the whole accelerator.
