None of The Bible is divided into chapters.
Over thousands of years, humans wrote down what God wanted them to . . . some were rules to be followed, others were about history, and even others were songs.
Each of these writings was contained in a 'book' - which was originally sets of papyrus scrolls. In more modern times, these 'books' were assembled into a single easy-to-use bound form which is called the Holy Bible. And that's why the Holy Bible contains . . . books!
The people who wrote the bible.
Remarkably, Jews and Christians managed to cooperate on this: The division into verses was done by the Masoretes, the Jewish scribes in the first half (and a bit later) of the first millennium who not only divided the text into verses, but added vowels (a Greek invention) in the form of diacritical marks under and above letters, and added grammatical notations (also in the form of diacritical marks) that also serve to guide the reader in how to chant the text. In general, the Jewish community focused on dividing the text into weekly torah portions, each known by its first significant word, and within each portion, dividing the text into segments for each reader. The system of chapter and verse numbers we use today was developed by Stephen Langton, Archbishop of Canterbury in the early 1200s; of course, it could have been developed by his staff. The first use of Langton's numbering in Jewish bibles was in the 1400s. Langton's scheme was extended to the New Testament in the 1500s.
