If you mean created, the first permanent photographic image was created about 1826. However, your question leaves open the possibility that you might be asking about the first image created by exposing a light-sensitive coating. Some say that Leonardo da Vinci invented a form of Photography to fake the Turin Shroud in the 1490s! Aside from that, images were created in the early 1700's, but were neither developed or permanent.

The first 'developed' image was released to the world in 1839.

It's unclear what you mean by "geographic image." Joseph Nicephore Niepce created the first permanent photograph in the summer of 1826. He called the process Heliography or sun writing. It required an eight hour exposure. Exterior and scenic images were being made almost from the beginnings of photography (which should actually be dated to the year 1839 when both Talbot and Daguerre made their respective methods public).

The first documented photograph was taken in 1822 or 1826, there is argument about the date. Some people say that Leonardo da vinci invented a form of photography in order to create the Turin Shroud in about 1495, but there is inevitably no proof of this.

Nicephore Niepce produced the first permanently fixed photograph made with a camera in 1826. However, he had produced photographic negatives on paper as early as 1814, but was unable to fix them. Many years after the fact, Samuel Morse, who was one of the first Daguerreotypists in America, claimed to have experimented with photography in his student days and produced paper negatives in 1812, but he also was unable to fix them, and was frustrated that the tonalities were reversed. It never occured to him to attempt to print the negatives to positive. Johann Heinrich Shultze produced the first photographic images through the action of light around 1725. In the course of his experiments, he discovered that a solution of Silver nitrate in a bottle of chalk, when placed in a window, darkened on the side facing the sun. In further experiments he used stencils to produce words and sentences in the chalk. These images also were not fixed, but appear to be the first photographic images produced through the chemical action of light.
