The floor of the arena had a 15 foot wall to protect the spectators from any harm, and there was plenty of it in the arena.

Caesar had already staged the largest inland naval battle years ago in a carved out basin to hold boats and gladiators, but it was not flooded again, but used for mostly gladiator fights.

Titus held the dedication of in 80 AD and Roman engineering was used to flood the arena to replicate a sea battle in the Peloponnesian War.

The fighters were war prisoners and condemned prisoners. The sea battle ended when one side or the other killed all of their enemies. The winners had a chance to gain their freedom.
